1. A five-year funding period without commitment to extend is just stupid. This is a national priority, or it is not. Five years is enough to show neither success nor failure.
2. We need an analysis of the Suny Albany effort. It has been a tremendous sink of money without, as far as the web shows, any tangible results. This may not be worth continuing at all. Any good parts and people could be airlifted elsewhere.
3. Samsung picked up the IBM 2nm (partial) process. How do we create the incentives to drive efforts on process technology towards aiding U.S based (not homed) process leadership?
